FORKED_ROAD QUEST NOT SPAWNING MOBS/NPCS

Attached my forked_road.quest, it allows to enter in the war but I can't see the mobs

Can someone help me?

Here is my regen00.txt, but it doesn't works

I didnt see anything on quest so no idea just rename to regen.txt and try also change in quest.
