In my case, this:
Following the steps above should look like this:
Now go to Actions. If it does not appear, press ALT + F9 or Window> Actions
If you installed the Action correctly it should look like this:
Depending on your Photoshop version , select the first or second option. [Note. Both are the same]
After selecting we click on "Play"
After a few seconds a window will open where you have to enter one of the desired effects from the "Energy Effects" folder.
We choose Large Linear for this tutorial, you can discover the others later
Select another folder from 1-29 depending on your preferences. I chose 12 in this tutorial.
Then select the first frame in the folder and open.
Now we have the animation ready made in our Photoshop
Press CTRL + T and resize and position according to preference.
After we are satisfied with resizing and positioning.
We should have this at the bottom. [Note: If it does not appear it is activated from Window> Timeline]
Now click as in the picture below.
And with CTRL + U we will change the color. [Note: You must select the layer as in the picture, otherwise it will not work to change the color]

-------------------------------------------------------------------------------------------------------------------------------
And here we can be sure that the Looping Option is selected on Forever.
Click Save and I'm done.
Result!
