Not answered Proto error

Hello Guyz, I need some help!

When I update the protos in running server, and make a /reload ingame, there is no issues, but when I shut down the server, and update the serverside proto, the server does not start up, but there is no error messages about the problem.
Can someone help me pls?

I cheked it many times, and I add the proto lines correctly
