Not answered Can't put a quest on an item

Hello, I'm trying to create a quest on an item.
VNUM 80100 i made it on item proto as ITEM QUEST / QUEST USE and i put item name, texture etc..
But when i put quest on it when i right click on it it doesnt work at all, i tried to put the "soul stone" quest on it to see if it was my quest, but no even the soul stone quest isn't working. It feel like right click on it don't work or am i forgetting something ?
I'm making one quest like start like this ;

quest voucher_dc begin
state start begin
when 80100.use begin


should i put something else in quest to make the game understand that item can be used ?
