Not answered New or Oldschool server files?

Hello, im quite new to all this, i wanted to try and create my own Private server (on my own pc)for entertainment, and learning purposes.
I have read through quite a few guides and recomendations, here and in other forums, but still i have one question, that i did not see anywhere,,

for a beginner, Would you recomend:
1- the use of a "newschool" files like "AVA2" or any other and remove/disable the systems that i would like to mess with?
or
2 - Star with a more "oldschool" like the "[40250] Reference Serverfile By TMP4" and simply try to add the systems that i would like to mess with?

and your opinions on why would you choose one over the other
